Billie Spencer Obituary

Billie Joe Spencer, devoted husband, father and grandfather departed his earthly body on June 29, 2021 at the Hospice Care Center in Hazard Ky at the age of 80 years old. He was born on August 27, 1940 in Combs KY to Lydia Riley Spencer and Seldon Spencer. In addition to his parents, he is preceded in death by his loving wife of 44 years, Jessie Hazel Spencer. One daughter Gemelia Spencer Fuller of West Liberty, KY. One brother, Glenn Spencer of Sturgis, Michigan. Five sisters: Mildred Combs of Combs, KY. Zola Hall of Jeff, KY. Minnie Fipps of Kokomo, IN. Shirley Smith of Kokomo, IN and Martha Campbell of Lexington, KY.

He is survived by his daughter Lydia Michelle Spencer of West Liberty Ky. His son Terry Joe Spencer of West Liberty Ky. Three sisters: Christine and Al Richman of South Carolina. Katherine and Douglas Noel of Lexington Ky and Wilma Smith of Combs KY. His pride and joy, seven grandchildren and seven great grandchildren.

Billie, known by most as Joe was a carpenter by trade. He took great pride in his work no matter how big or small the job. He often drove his children and grandchildren around to job sites to showcase his talents and teach them about hard work. He married the love of his life, Jessie Hazel Stacy on March, 19, 1966. His devotion to his wife set an example for everyone who took witness to their union. Joe took his duty as father and grandfather with the utmost pride. His grandchildren fondly remember happy memories of laughter, excessive consumption of ice cream and Pepsi, and a soft and graceful discipline. When the opportunity presented itself, Joe would be at the fishing hole. He enjoyed about any sporting event that he could watch on television and had many great memories in the last years of his life at the Senior Citizens Center in West Liberty, KY.

Billie graduated high school at MC Napier High School in Combs KY in 1958. He graduated from Hazard Vocational School, where he studied welding in 1962. After completing vocational school, he went on to serve his county as a Private First Class Specialist in the Army from 1962- 1965. He was devoted to his faith as a Christian and was a long time member of Index Community Church where he and his wife met many of their longtime friends and acquaintances.

Pall bearers honored to carry Billie to his final resting place are: JC Stacy, Bobby Stacy, Jerry Stacy, Bobby Mullins II, Michael Spencer, and Brayden Birchfield.

Visitation Services will be held at Herald & Stewart & Halsey Funeral Home on Thursday July 1, 2021 at 6:00pm., with visitation 12:Noon Friday at the church. Funeral Services will be held at Index Community Church on Friday, July 2nd at 1:00pm. Burial to follow in the Stacy Family Cemetery on Mordica Road in West Liberty, KY. (with Military Honors conducted by the Morgan Co. DAV Chapter# 132 at graveside). Herald & Stewart & Halsey Funeral Home, West Liberty, KY.
