Debra "Debbie" Ball Skaggs, age 69, of West Liberty, KY, passed away on Thursday, May 21, 2026, at her home after a brief illness. She was born August 2, 1956, at home in Elkfork, KY, a daughter of Jessie Walker Ball and Virginia Lewis Ball. She was a loving wife, mother, sister, and aunt. She accepted the Lord Jesus Christ as her Savior. She was a retired social worker in West Liberty, KY.

She was preceded in death by her loving husband, Lewis Jason Skaggs, and her parents, Jessie Walker Ball and Virginia Lewis Ball. Also preceded in death by six half brothers, Logan, Cecil, Quincy, Lawrence, Russell, and Willie; and three half sisters, Edna Keeton, Dorothy Cox, and infant sister Nora.

Surviving are one son, Johnny Skaggs; one stepson, Jason Ryan Skaggs, both of West Liberty, KY; sister Sara Florence Gilliam of Elkfork, KY; nieces Kathy & Anthony Haney of Cannel City, KY, and Beverly and Johnny Cantrell of West Liberty, KY; and nephew Thomas Edward Gilliam, and Justin of Elkfork. KY. Host of half nieces and nephews and host of loving friends and neighbors.

Funeral services will be held on Sunday, May 24, 2026, at 1:30 pm at Herald & Stewart & Halsey Chapel with Bro. Paul Keeton with a message of love and comfort for family and friends. Interment in Skaggs Family Cemetery, Martha, KY. Visitation: 11:30am Sunday at Herald & Stewart & Halsey Funeral Home, West Liberty, KY. Pallbearers will be friends and relatives.
