Winston Edgar Phipps, age 69, of Cannel City, KY, departed this life Tuesday, February 17, 2026, at his home after an extended illness. He was born January 21, 1957, to James Manuel Phipps and Loretta Osborne Cox. He was a retired electrician and skilled construction worker. He accepted Jesus Christ as his Lord and Savior. He was a loving husband, father, grandfather, and friend.
He was preceded in death by his parents, James Manuel Phipps and Loretta Osborne Cox; one brother, Manuel Phipps; father- and mother-in-law, Hager Davis and Joretta Davis Oney & George Oney; sisters-in-law, Hilda Phipps and Sharma Hatton; and brothers-in-law, Ricky Davis and Michael Davis.
Surviving is his loving and caring wife, Robin Davis Phipps; one son, Billy “BR” Phipps & Sara Knappenberger; two daughters, Loretta & Heath Sullens and Brenda & Tommy Keeton; nine grandchildren, Dalton Blaze Phipps, Braxton Phipps, Destiny Sullens, Alyssa Sullens, Brandon Sullens, Lytisha Lester, Keisha Owens, Alexis Stacy, and Adrian Stacy; three great-granddaughters, Leah Lewis, Lainey Lester, and Brogan Owens; three special babies, Memphis, Toby, and Cayla Ann; two sisters, Debra & Ray Fallen and Lynn & Steven Thompson; three brothers, Delbert Phipps, Carl & Ivette Phipps, and Billy & Delilah Phipps; sisters-in-law Susan & Junior Hager, Sarilda & Tim Clark, Shanda Phipps, and Kozet Davis; brother-in-law Ralph Hatton; and a special friend, Mike Perkins. Additionally, he leaves behind a host of nieces, nephews, neighbors, and friends.
Visitation will be held Saturday, February 21, 2026, from 11:30 am to 1:00 pm at Herald & Stewart & Halsey Funeral Home in West Liberty, followed immediately by the funeral service at 1:00 pm, with Bro. Tim Clark officiating. Interment in Windy Cemetery, Grassy Creek, KY.
